"Fair" property taxes, or forced migration of Muscovites

Need to approve the method of mass appraisal, which allows to determine the value of real estate close to market value, as well as a relatively simple procedure for appeals. Moreover, as noted Shatalov, tax rates will be much lower operating as the Russian government has no plans to increase the total tax burden. "The result should be redistributed the tax burden, since taxes on luxury housing can significantly increase" - he said. As an added Shatalov, the subjects of the Russian Federation will be able to introduce this tax to the extent of its availability, setting their own privileges and preferences. Draft amendments to the tax code to impose a property tax instead of land and property taxes the Ministry of Finance and Economy Ministry will prepare in 2010. According to officials, the tax will promote fair level of taxation in terms of market value, according to RIA Novosti.
