On said Pavel Krasheninnikov, head of the Duma Committee on civil, arbitration, criminal and procedural law, who introduced the bill in the State Duma in February. According to him, the bill would clarify the rights of citizens at home, where they are the owners of the apartments. In particular, the bill seeks to ensure that ads could be placed on residential buildings only with permission of the owners of the house. Accordingly, owners must earn revenue from advertising.
